You will see from the committee minutes I have just posted most of your questions above have been answered.
The committee made the decision to postpone the introduction at their last meeting and believe it is not fair to now use the lock down as an excuse to re visit save to say there will now be time to maybe explore an even better system.
As mentioned it needs to be fairer rewarding those that always attend and the scoring system needs to also be simple to calculate for the points collator.
As for your concerns about 3 in a race being able to capitalize on scoring big points you will obviously be referring to the Canterbury round from last year. there was actually 6 competitors at that regatta( all raced together in each heat) but only 3 were financial so able to collect points and yes on the new system they may or may not have been able to score better.There was still 6 boats in each heat as is often the case in North Island regattas.
But lets look at the bigger picture here.
The Offshore regattas are heavily biased to the North Island as there is obviously more boaters there doing offshore and also more venues to compete at.The South Island 2 possible venues and very few interested in offshore.
The NZMPBA covers all of New Zealand but unfortunately Geography literally splits the country in 2.
As we well know we have some of the most expensive water in the world to cross to get to either Island and this dictates a lot on who goes where and does what.
some Statistics since I have been back racing in NZ since October 2015.
There has only been 2 North Islanders travel across Cook Straight to compete at regattas in the South Island. Tony Rutledge to our Queens Birthday regatta twice and Carl Hansen from Whangarei 3 times to speed runs.
Conversely there Have been 4 South Islanders travel north on various occasions Myself several times Trev Terry Phil Fowler and the late Jerry Hawes. Once to Taupo.
looking back on average it costs me around $1500 for a weekends racing in Tauranga/Taupo/Mangakino so if I am going to go north it has to be worth while with 2 days of boating. Its going to cost you guys roughly the same to come down here.
As most know Marie and I went to the Queensland State Champs last year. 3 days of racing and admittedly we were billeted and stayed with friends for the 6 day visit. Air fares for us and rental car for 6 days $2200.00. spend $200 on fuel as we had an hours drive each day to regatta venue plus a bit for food and beverages
The Recently postponed AMPBA Nationals I was planning to attend with 6 boats, $3100 for flights and rental car for 2 weeks and I get 2 days practice and 5 days racing. Not rocket science why I was going over there. a little more expence but a hell of a lot more competitive racing and fun.
Regatta attendances last year:- biggest regatta Taupo offshore 22 entries with 3 from South Island. Next biggest Blenheim's Queens Birthday regatta 18, all Mainlanders, 3rd= 14 at Welly OS1, Blenheim Frostbite, Masterton OS4, then 13 at Welly rnd 10. Smallest obviously the above mentioned Canterbury Regattas 6 competitors.
Before Covid 19 reared its ugly head Trev and Phil expressed interest in doing Taupo Offshore A, because it is normally a really challenging regatta as we all know, and fortunately Trev's parents live in Taupo that helps with costs. They were both intending to do at least 1 Wellington race plus obviously Canterbury later in the year.
So do you really think even doing those regattas and having 3 or 4 at their home regatta they will get a chance at winning the overall series I don't think so.
In Organisations like ours there is always a minority few that get too hung up on worrying that some one else might be getting an advantage thru rules etc instead of focusing on the sport proper and having fun racing and competing and of course if they have success treat it as a bonus from competing.
Finally another statistic.
After the Presidents Cup Fiasco last year as you know on this years Membership application we asked you to tick a box if you were intending to compete for the Presidents cup. As of writing we have 33 financial members and 4 yes 4 have expressed the desire to compete for the Presidents Cup, they are some of whom I am referring to in the above paragraph.
Stay safe people and stick to the lock down rules and avoid the temptation to go and run a boat till we come out of Level 4 lock down.
